It does not imply that. Apache-2.0 license requires distributing Apache-2.0 license text, while MIT does not require distributing Apache-2.0 license text. A practical implication: If you have a binary package with "License: MIT OR Apache-2.0", you have to include Apache-2.0 license file with %license macro. Omitting the file means you have breached Apache-2.0 license. Another implication: You can reduce "MIT OR Apache-2.0" to "MIT". But such reduced package takes away a freedom from a recipient to choose the Apache-2.0 license. -- Petr
