The only changes since the last review (6.2) are:

* An updated mailing address for Open CASCADE S.A.S.
* A slightly reworded summary (which is not part of the license)
* A typo fix in section 4
* Removal of items referencing the version of the license within the
license itself

So, no, this license is still non-free. I have updated the Fedora wiki
with the 6.5 license.

It is worth noting that in 2009, I was told by several people involved
with Open CASCADE that it was their intent to work "toward a licence
change. This licence will definitely be a standard license fully
recognised by the oSS such as GPL/LPGL, just to keep it as simple as
possible."

However, that has clearly not happened. I suspect the fact that Ubuntu
accepted opencascade into Universe, even though it is clearly non-free,
is one of the reasons why they do not feel motivated to fix their license.
