After the match has finished it's a misconduct charge reported to the
relevant authorities and while the red card may be shown if the referee is
still on the field of play, it's not, strictly speaking, a sending off (or
dismissal in official Laws terminology).

A substituted player is also reported for misconduct if he does what Jeremy
said. An onfield player should not have been removed from the field of play.
If the substitute had not been used and did the same thing then he would be
sent off for violent conduct

Yes of course he can. He can red card people after the match has finished
too.
