FA Cup final is treated as a big football occasion though and lots of county FAs etc (the "football family " who have got 15% of England tickets for Germany !!) get tickets - that is why clubs get more for the League Cup final
The play offs only really concern the teams invovled so apart from a few dignitaries etc the remaining tickets should all go to the clubs
