If someone were to challenge the legality of this, I'm sure they'd fold like a 
cheap deckchair.

They are legally obliged to make “reasonable adjustments” so disabled people 
can access services just like non-disabled people. This covers all publicly 
accessible parts of the stadium, including upper tiers. For pre-2010 built 
stands, "reasonable adjustments" means that if it’s physically possible without 
disproportionate cost, they must improve access. Given that they already have 
lifts, then they wouldn't have a leg to stand on (excuse the pun).

It appers that they are not more sensible.  When I eventually got through on 
the one number of about 20 that seems to be still active.
They informed me that the lifts are only available to hospitality customers.
 ‘Tie or no tie’ it seems.
