They are legally obliged to make “reasonable adjustments” so disabled people can access services just like non-disabled people. This covers all publicly accessible parts of the stadium, including upper tiers. For pre-2010 built stands, "reasonable adjustments" means that if it’s physically possible without disproportionate cost, they must improve access. Given that they already have lifts, then they wouldn't have a leg to stand on (excuse the pun).
