initrd: change apkg to export EXTRACT_UNSAFE_SYMLINKS=1 like linuxrc
That way packages with "unsafe symlinks" will be installed with busybox
1.28.0, which is our previous bevaviour.
See ncurses.lrp for example, where /etc/terminfo links to
usr/share/terminfo.
