What (technically) prevents running normal native programs on "Windows 10 Mobile". (Of course Microsoft *prefers* arch independent CIL (aka C# aka .NIT) code for Apps)

The same issue is known for Android. Here, too, only running apps (usually coming in arch independent Dalvik code) from an app-store is supported, but nonetheless it's known that you can run native FPC programs on the ARM variant of Android. (I don't know the Intel variant behaves on that behalf, but it is very uncommon and hence there is not much known research on that.)
