Shouldn't the package files be rebuilt automatically? For example package "A" depends on LCL. The LCL source files change and LCL package is rebuilt manually or automatically (*.o, *.ppu change). Then you rebuild package "A" and the files that use the changed files should be rebuilt. But they are not and it is required to delete them first.
