Seems like codetools parser bug. Try writing it type by type:
type
Tp2pMessageClass = class of Tp2pMessage;
Tp2pMessageClassArray = array [0 .. 1] of Tp2pMessageClass;
const
MsgTypes: Tp2pMessageClassArray = (
...
);
