I have no clue what could be wrong with your setup. I just tried the same instructions I listed here on my work PC, and it too compiled LCL-fpGUI without troubles. I could also create a simple LCL-fpGUI test project. At work I'm using latest Lazarus 0.9.30 (fixes branch) and FPC 2.4.3 on a 64-bit system.
