The character ("~" in this case) indicates that a tab should be placed in it's stead according to user preferences for tab-to-spaces setting in the IDE. I have the IDE set so that a tab produces 2 spaces for indentation in the IDE settings and would produce this code:

TClass = class(TObject)
public
  procedure SomeProcedure;
end;
