Create new package.
Save it.
Add new comonent.
Add new requirement "IDEIntf".
Add uses LazIDEIntf, propedits.
Install package.
Works here.

Maybe we should have a quick fix: add missing requirement. :-)
I added it.
It searches the unit in all packages.
It is only a start. Our wiki lists more than 16 other reasons for
"can't find unit".
My head is required but remember in my bed :)
