According to MSDN https://msdn.microsoft.com/en-us/library/windows/desktop/ms679347(v=vs.85).aspx it doesn't look like a very important/critical API call (introduced in Windows XP). So maybe the original poster can comment out that call in LCL-Win32, then recompile LCL and his app and see how it goes. With some luck in might work.
