[Lazarus] IDE Completion window border

[AlexeyT via Lazarus]

Window has 1pixel black border. Wish: make border MedGray or LiteGray 
color, not sure option is needed here, so just change this color to liter.

(reason: black border is too contrast with white backgnd).
