I was able to fix it by installing the latest version of NI-IMAQ (v2.6.3), NI-VISA (v3.1), and some other packages off of the driver CD from the May 2004 update.
However, I'm still curious to know exactly what the error means. I can find no documentation on it at all. Can you provide any information on it? I would assume since it mentioned needing the full development version it couldn't be a vision problem alone.
