You can, but you might not enjoy it. I don't have the specifics for your GPIB cards, so I don't know how to do it for them, but in a previous job we put one of the GPIB cards in a non-System Controller mode. Then we could make it look like an instrument. Sorry I can't provide more details as it has proprietary code in it. But hopefully it gives you a place to start.
