If it's a new version then it needs to have a different version number. It's not possible to upload the same filename twice with different contents. In a Debian version the part before the "-" is the upstream version, so in this case azure-uamqp-c_0.1.0.orig.tar.gz should be bitwise-identical to the 0.1.0 release tarball from the upstream project. I don't see a 0.1.0 tag or tarball upstream, so I don't know where you got the 0.1.0 bit from.
