Hi Lindsay I would recommend looking at pkg-kde-tools [ A bunch of magical scripts that make compiling KDE specific packages easier ] and then at the existing KDE packages ( kdetoys and the kde telepathy packages come to mind since they're the simplest examples ).
There's also a Kubuntu Development mailing list and #kubuntu-devel on freenode where you can ask questions pertaining to KDE specific packages.
