Feature requests should be reported as bugs, which also increases their visibility. That said, while adding a +1 button to comments seems fine, adding a feature like that doesn't seem to match our current focus on reducing maintenance costs. If the request were to add it to bugs themselves, it would also overlap with "Does this bug affect you?".
