So to fix this up, we (me, wgrant, spm)) have done the following:
 - removed the ~launchpad-bugs subscription from /launchpad
 - removed pqm from ~launchpad and put it into a new restricted team
canonical-launchpad-branches which controls access to private branches
such as lp production configs and embargoed lp branches.
 - updated the branch policies we could find to refer to
canonical-launchpad-branches
 - have /not/ touched the contact address for ~launchpad [yet]

I suggest we give it a few days and make sure everything is ok in this
structure, and then try removing the contact address again.

The review mail subscription should probably just be removed; folk
that want review mail can subscribe; if its hard to subscribe
correctly we should fix that in lp so that its easy.
