We only now use the +text interface with the bots when launchpadlib
isn't installed, and since we have an LTS Ubuntu with launchpadlib in
main, none of the official bots use +text at all. There's little point
for us in keeping the legacy code around. But if it's still getting
200K hits a day it's still obviously used somewhere.
