Although as Bidouille has pointed out you can contribute to Pootle without an account, having an account allows you to review anonymous contributions and accept them as well as other things.
If you are interested in an account you can find information on requesting it at https://wiki.openoffice.org/wiki/Pootle_User_Guide/Registration_and_Login. Once that request is received an admin will add you to the site. Also as Taavi mentioned it is the golden rule of mailing list etiquette to start a new post for a new subject. Regards Keith N.
