Do both statements (Pootle, Wiki) hold true at the same time?
Or is it just a matter of ambiguity / imprecision in the wording (Pootle)?

I think it is the latter. The exception on the Wiki is correct and the text on Pootle seems not quiet perfect (past part)

By the way: I don't see the text on Pootle anymore. I know it was there but just checked and couldn't find it (on my Dutch pages)
