Reference' and not 'Cross reference'

That must be fixed since the menu is called Insert - Cross-references.

That command leads to the "Cross-references" tab:

Reference", "Insert Reference", "Insert Reference to", but this is
unrelated to the issue we are addressing. Are you proposing that all of
them be changed from "Reference" to "Cross-reference"? This is a
legitimate proposal of course, simply it doesn't impact the issue being
discussed here.
