At the moment the extension is unmaintained, so it would indeed be very nice to have someone taking care of it!

A bit of history: when we prepare the official releases of Apache OpenOffice, we bundle dictionaries (the Swedish version comes with the Swedish dictionary). For licensing reasons, dictionaries must be hosted on our Extensions site http://extensions.openoffice.org/ and this is why we have the extension hosted at http://extensions.openoffice.org/en/project/swedish-dictionaries-apache-openoffice

The kernel of the extension (the oxt file you download is actually a ZIP file that you can decompress) is composed by the .dic and .aff files. This is where you add the missing words, for example. They are Hunspell files and you can research more about it, or even use the GUI developed by Marco, see https://wiki.openoffice.org/wiki/Dictionaries

So, finding a maintainer means finding a native Swedish speaker who can update the .dic (frequent) and .aff (less frequent; these are the grammar rules) files and upload a new release of the extension from time to time.

Well, take a look, play a bit with it, ask any questions (don't worry about this!) and if you feel like taking over the Swedish dictionary just create an account on the Extensions site and give me the username so that I can have the extension reassigned.
