Might be caused by the database backup that is run every three hours - when the backup is run, it locks the table for other access, thus pootle is basically non-functional during that time (backup takes somewhat around 5 minutes). And what is "open or dowload" exactly? When you request zips for download, I can only write what I've written many times already: It won't help to click more links on one page in the hope of getting the files in parallel. Pootle just doesn't work that way.
