I tend to use "cycle through cases" or similar.

Yes, I think toggle would be more adapted than rotate, at least, I
understand it better in this case :)
I think it was toggle and got changed into rotate. Because there is a toggle
case function that changes/inverts case - as a matter of fact, it would be
better to call it "iNVERT cASE" than "tOGGLE cASE". Then Rotate case could
go back to Toggle case.
