Yeah, I had a look at OpenOffice.org 3.3 RC10 and it seems the change is in there as well. I wonder what the reasoning behind this is... I'll try my luck on the Swedish mailing list, thanks for the pointers!

On the other hand "Arkiv" is used for "Archive" (as in a .zip archive) and maybe also for archived documents. So, there may have been a language-political consensus in the Swedish OOo translation team to use one word but not the other. Guess you should contact the swedish translation-teams for OOo [2][3] and LibO [1].
