Yes.  That's possible, except for the name of the solver itself that
appears at the top of the Options dialog.  That name is hard-coded in
the code, so even with .properties files it's not possible to translate
it.

To make the solver name available in the .properties files would require
changing the code there, unfortunately.  But I believe everything else
can be translated with the .properties files as you said.
