I think it has many advantages to do that, but if it does not work for
you, it is possible to implement the possibility to make your language
read-only, with pootle being source of the translations.

Translating Help (or any structured text) without some translation tool
with TM is PITA. I remember HC1, before it was all in PO files ... PITA
PITA.
