I agree with you. However, I think your demand will be fulfilled. RC1 does not include help (not even English). Wiki help is not working at the moment but the URL suggests that it will handle localizations. See e.g.: http://help.libreoffice.org/swriter/start?Language=en&System=WIN I must note that developing Wiki help was not a transparent process, but I do hope that after all it will be a good solution.
