A big +1!

It should also be a goal to move all locale data into this repository
and modify the build system to look for them in this new separate
module. But this is something we have a power to set up, no need for
someone else to amend this change. Unfortunately, I do not have time to
dive into this now but I would be happy to test and send feedback to
whoever pick this as goal and join the development effort later.

A few weeks ago I have started mapping all this items on the
OpenOffice.org wiki:

We can use that as a starting point. Localization of our software
product is much more than translating PO/SDF and a lot of info available
is lost, missing or outdated.

I am happy to participate in this discussion. There are many
contributors with a huge experience in OpenOffice.org localization
affiliated with the Document Foundation and I am sure that working
together we will be able to improve localization work flow for LibO.
