Jim,
I don't think you can do any message forwarding from box 998.
Best option is to be sure to set all "0" selections to go to a
different mailbox you specifically select to be a "general delivery"
box; pick any unused ext, even analog exts and forward that ext to
voicemail, then set menu options for 0 and "no dtmf" to point to that
ext.  Since that is a regular mailbox, you can now give it a class of
service with auto-forwarding to someone else's box, yet you can still
record a special "general deliv" message in it.

Calls may still end up in 998, but that would be from people
misdialing or somehow otherwise getting their call messed up in the
system.
