If the time is changing every day, it's time to find out who is sending you
the bad time.  Get an SMDR of the first call after 3:00AM and find out who
the trunk belongs to.  If it's your own VOIP, log into the box and change
the settings.  If it's the telco, call them up and ask them why the DST is
not right.

Finally, to turn off the feature, as you requested, it's 990 area 5 bit 1 =1
to disable
