Pretty easily  :-)

The quickest and most annoying way is to set Forced Account code 
(508) entry to all phones.  Now, you have to dial 49 plus an account 
code to make a call.


Make that 49.  47 is the other workaround called walking class of service.


By default, 911 resides in the Emergency Dial Number Set (334) and 
your account codes go in 105.  Do not put two 9's or ending 9's in 
the account code which can be up to 10 digits.

334 can have up to 10 24-digit exceptions and 105 can have 128 10-digit codes.
