Define $$ and few.  Last time I checked, a 2-port FXO/FXS solution 
cost about $1000, which is the same price for a Panasonic 16 port IP 
card in a TDA

$1K buys a lot of wire (well maybe only 3K of 25 pr) and UNDER the 
creek (or on top of the creek bed) might be an option.  It also buys 
a SIP server and SIP ATA's.

If you're into punishment, google SIP SERVER and start reading.
