Remove the Amphenol cable that connects to jacks 1-8, then power the equipment down and up again (after a few minute wait). Assuming that jacks 9-16 work, plug the Amphenol from 9-16 into 1-8 and then see if the phones on 9-16 work. If they do, you have a wiring problem which is taking down ports 1-8.
