HI Marc,

Sounds like the VOIP provider is messing with a combination of in-band and 
out-of-band DTMF.  IMHO,
with sufficient bandwidth, in-band DTMF is the only way to go.

You can hear them choking off the dtmf if you call another non-voip line 
(perhaps a cell?) and
listen to what happens when you press digits.

Have the customer call their provider and complain.  And you can also remind 
the customer that if
they were using real POTS lines, they wouldn't have this problem.
