What do you have programmed in 100/26 and 27? It should be 33 and 43. By default, all extensions are in Group 1 and you have to have them in groups 1-8, so you should be able to dial the access code in 26 + 1 and page all phones in group 1. Of course the access code in 26 and 0 should page all phones. 991 just sends an alert tone.
