If you haven't tried this yet...
What happens on a different extension port on the system?
If it still happens on another port, do you have more than 8 exts? If so, 
does it happen on a different 8 ext. card?

Next and maybe more significant question, is if you recall if the system was 
"initialized" before being installed the first time?
Sometimes there may be glitches in the system memory, Panasonic recommends 
the memory be cleared before the units are first installed.  I have seen a 
few really weird problems that get cleared up after clearing the memory. The 
only annoyance is that the system will have to be totally reprogrammed from 
scratch.
