KX-T: No operator message

On our KXTD1232 and TVS50 we are sending calls to a phantom(265).  The
ext rings fine, but if the call is not answered or busy I want the call
to go directly to the Voice Mail box right away, with out the operator
coming on and making the user press another button.  Any ideas?
