A SLCC (Subscriber Line Carrier Circuit) puts out lower idle line voltage 
(about 8-10 volts, as  I recall, instead of normal 48 volts), but ringing 
voltage should be normal.

We used to run into trouble with SLCCs years ago with simple two-line 
phones. The low voltage fooled the in-use LED circuits into thinking a phone 
was off-hook, and the voltage was too low to make the hold circuit work.

I've never seen a Pan system have trouble on a SLCC, though.
