Have you considered VoIP? I know you said they don't have much of a data network, but the monthly costs for dedicated Internet connections at each location (if the don't have them already) could be significant less than a point-to-point line from the ILEC. If they don't have the connection, they would gain one as an added bonus. Also, the equipment is quite reasonable (eg. a MultiTech MVP130 has an MSRP of $499, so a pair would be under $1000).
