The Conference chip by itself really isn't enough volume, either. Based on my measurements on CO lines that are only 4000 feet from the CO, you need an _additional_ 10dB of gain besides what the conference chip gives to have no loss. The further away from the CO, the greater the loss, and the greater the gain needed. It is very tricky getting this sort of gain, and still be stable.
