Using a PC for music on hold is overkill.

Buy a cheap Rio MP3 player. We have 2 installations that use Rios. We paid about $60 
each for models that were being discontinued.

They draw next to no power, are not very heat sensitive, and can be powered by a Radio 
Shack 110v to 1.5vdc adapter.

We use WinAmp to download the files to the Rio from a PC via USB port. Once 
programmed, they run forever with no moving parts to break.

  What program would be best to use to play the MP3?

  Could you have more than one MP3 file  ie a playlist of 5 titles etc

  I presume the output from the sound card is plugged directly into the port on the 
Panasonic.
