Sorry - misspoke. To "Camp on", a call is *transferred* to a busy station, then the transferring station hangs up. The call waiting setting does not matter because call waiting is not executed. The *transferred* call is "camped on" (no notification) at the busy station until it is not busy or the transfer recall timer expires. If the destination station has set call waiting of any type, the digit 1 after the busy upon transfer will execute call waiting type 1.
Call waiting is notification executed with the digit 1 or the ringing phantom extension to the busy station with call waiting set.
