So if I turn on toll restriction for all affected extensions, then set an
offbeat pbx code for say, co5, then co5 will only have toll restriction
applied after that pbx code is entered; basically all calls will be allowed
on that co unless the dialed number is preceeded by the pbx code? fantastic.

That way they can use account codes too if they want to override, and get
the smdr.
