I am afraid as mentioned in the eligibility section of the original email, and the Council Constitution, you need to be an existing Kubuntu member to be entitled to stand.

We would really love to have you as a member, so this time round I would suggest you get an application together for that, then in a years time at the next council elections you will be able to stand.

              - Resolve disputes within the Kubuntu project

            The time commitment is not large. Meetings are generally

            several months and conducted via IRC. However, we do need
            the Kubuntu
            Council to lead the community, not sit back and only attend
            meetings.
