Sounds like it's that bug, then. Already known, very annoying to fix. I
tried and failed.

The problem you describe partly covers my case. Plasmashell was the
original shell after boot (I assume), but I did try to fix it by
restarting plasmashell and using --replace. I now did a "killall
plasmashell; plasmashell &" on konsole and that did indeed fix the
ability to add widgets.
