Read closely the Requirements section. You must have signed the Code of Conduct, create a wiki page listing some of your contributions thus far, and your plans for the future. Once those things are done, you schedule a meeting (most people use doodle.com or similar), put that on the meeting page https://community.kde.org/Kubuntu/Meeting and write to the list publicizing it.
